The graphic shows the status of progress towards key UK Government commitments as part of its intention to 'reset' relations with the devolved Governments. It rates progress on two commitments as green: establishing a new Council of the Nations and Regions and reviewing the operation of the UK Internal Market Act 2020. It rates progress on three commitments as amber: ensuring the formal intergovernmental structures improve policy collaboration; developing a new memorandum of understanding on legislative consent; and restoring decision-making over structural funds to representatives of the devolved nations. It rates progress on two commitments as red: finalising the Common Frameworks programme, and extending free speech protections to the devolved legislatures.

The graphic shows a number of key developments in intergovernmental activity and in policy collaboration between the UK and Scottish Governments which have taken place between July 2024 and June 2025, all of which are set out in the text of the report.

The graphic shows the three 'tiers' of the intergovernmental relations structures in place since January 2022. The top tier consists of a Prime Minister and Heads of Devolved Governments Council. The middle tier consists of the Interministerial Standing Committee and the Finance: Interministerial Standing Committee. The lowest tier consists of Interministerial Groups where Portfolio Ministers discuss specific policy areas, such as net zero or education.

The infographic shows the number of common frameworks applicable in Scotland that are at different scrutiny stages as of July 2025. One framework is finalised and 22 published provisionally. Scrutiny at the Scottish Parliament has been completed on all of these. Three frameworks have not yet been published.
