The Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2020 [draft]

The Committee reports to the Parliament as follows -

  1. The Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2020 [draft] was laid before the Parliament on 31 October 2019 and referred to the Social Security Committee.

  1. The Order is subject to the affirmative procedure (Rule 10.6) and it is for the Social Security Committee to recommend to Parliament whether the Order should be approved.

  1. The Order transfers powers to the Scottish Government enabling it to make arrangements to help young people retain employment. The Scottish Government will use the powers to deliver Job Start Payment (previously known as Job Grant).

    Once launched, the Job Start Payment will help young people with the costs associated with the transition into the workplace (such as travel, lunch and clothing costs) after time out of paid work.

  1. The Delegated Powers and Law Reform Committee considered this instrument at its meeting on 12 November 2019 and agreed that it did not need to draw it to the attention of the Parliament.

  1. Following the evidence session, Shirley-Anne Somerville moved motion S5M-19843

    That the Social Security Committee recommends that the Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2020 [draft] be approved.

    The motion was agreed to without division.
